Harlan County Arrest Records

The following individuals were recently lodged in the Harlan County Detention Center:

• Whitney Barrett, 25, of Bledsoe, was arrested by Harlan County Sheriff’s Office deputies on March 29. She was charged with first-degree criminal trespassing;

• Devin Keefer, 32, was arrested by Cumberland Police Department officers on March 30. He was charged with failure to appear;

• Eric Foster, 40, of Harlan, was arrested by Kentucky State Police troopers on March 30. He was charged with fourth-degree assault (minor injury);

• Rhonda Brock, 57, of Evarts, was arrested by Harlan County Sheriff’s Office deputies on March 30. She was charged with failure to appear;

• Shayna Birchfield, 23, of Cumberland, was arrested by Cumberland Police Department officers on March 31. She was charged with a serving bench warrant, two counts failure to appear, third-degree possession of controlled substance and possession of drug paraphernalia;

• Benjamin Blake, 43, of Cumberland, was arrested by Cumberland Police Department officers on April 1. He was charged with third-degree criminal trespassing, second-degree disorderly conduct and menacing;

• Sydney Helton, 58, of Wallins, was arrested by Harlan County Sheriff’s Office deputies on April 1. She was charged with fourth-degree assault (no visible injury) and resisting arrest;

• Tina Belt, 35, of Cumberland, was arrested by Harlan County Sheriff’s Office deputies on April 1. She was charged with flagrant non-support;

• Juanita Couch, 28, of Cumberland, was arrested by Harlan City Police Department officers on April 1. She was charged with driving on a suspended license (DUI; second offense) and operation of a motor vehicle while under the influence of drugs/alcohol;

• David Price, 36, of Port Richey, was arrested by Kentucky State Police troopers on April 1. He was charged with failure to/improper signal, operating on a suspended/revoked operator’s license, failure of owner to maintain required insurance, failure to produce insurance card, operation of motor vehicle while under the influence of drugs/alcohol, third-degree terroristic threatening and possession of open alcohol beverage container in motor vehicle;

• Joshua Harris, 36, of Lynch, was arrested by Harlan County Sheriff’s Office deputies on April 2. He was charged with failure to appear;

• Matthew Hall, 31, of Baxter, was arrested by Harlan County Sheriff’s Office deputies on April 2. He was charged with possession of drug paraphernalia and failure to appear;

• Tonya Earle, 43, of Wallins, was arrested by Harlan County Sheriff’s Office deputies on April 2. She was charged with a serving parole violation warrant;

• Tabitha Smith, 32, of Harlan, was arrested by Harlan County Sheriff’s Office deputies on April 3. She was charged with contempt of court;

• Brandon Adams, 37, of Coldiron, was arrested by Kentucky State Police troopers on April 3. He was charged with operation of a motor vehicle while under the influence of drugs/alcohol, failure to wear seat belts, failure to produce insurance card and failure of non-owner operator to maintain required insurance;

• Cathy Rivers, 55, of Baxter, was arrested by Kentucky State Police troopers on April 3. She was charged with disregarding traffic light, failure to/improper signal, no registration receipt, second-degree criminal trespassing and shoplifting (under $500);

• Christopher Ingram, 21, of Cumberland, was arrested by Cumberland Police Department officers on April 3. He was charged with fourth-degree assault (domestic violence; no visible injury);

• Kime Fluker, 37, of Harlan, was arrested by Harlan County Sheriff’s Office deputies on April 4. She was charged with three counts menacing and two counts third-degree terroristic threatening;

• William Humpheries, 47, of Cumberland, was arrested by Cumberland Police Department officers on April 4. He was charged with alcohol intoxication in a public place (second offense);

• Angela Collins, 30, of Coldiron, was arrested by Harlan County Sheriff’s Office deputies on April 4. She was charged with fourth-degree assault (minor injury), second-degree fleeing/evading police (on foot) and resisting arrest;

• Virgil Craig, 35, of Baxter, was arrested by Harlan County Sheriff’s Office deputies on April 4. He was charged with two counts failure to appear;

• Bobby Helton, 63, of Harlan, was arrested by Harlan County Sheriff’s Office deputies on April 5. He was charged with public intoxication of controlled substance (excluding alcohol).
